Tax-free shopping in Japan removes consumption tax from eligible purchases made by qualifying non-residents at registered stores. The rules are not the same as an ordinary store discount—and they are about to change. Purchases made through October 31, 2026 use the current point-of-sale system; purchases made on or after November 1, 2026 move to a departure-confirmed refund system.
Until October 31, eligible shoppers normally receive the tax exemption in the store. From November 1, visitors pay the tax-inclusive price first, complete a customs check when leaving Japan within 90 days, and then receive the tax amount back from the shop or its refund provider.

2. Who qualifies for tax-free shopping?
For most foreign visitors, the usual qualifying status is Temporary Visitor, and the person must be a non-resident who has been in Japan for less than six months. Diplomatic and Official statuses can also qualify. Japanese citizens living overseas have separate documentary conditions and should check the National Tax Agency rules before shopping.
- The person named in the passport must make the purchase.
- The goods must be ordinary personal-use goods that you will take out of Japan, not stock for a business or resale.
- The shop or counter must be registered for tax-free sales; an international brand or large building is not automatically eligible.
- The purchase must meet the threshold at the same eligible store on the same day.
Services used in Japan—such as meals, hotel stays, transport, delivery charges, repairs, and setup fees—do not become tax-free retail goods.

Tax-free is not the same as duty-free
City-center tax-free shops remove Japanese consumption tax under the visitor system. Airport duty-free shops in the international departure area may also remove customs duty, liquor tax, or tobacco tax under different rules.
You must personally take the eligible goods out of Japan. Since April 1, 2025, sending the goods home yourself by international parcel does not qualify as proof that you exported them under the visitor tax-free system.
4. What to bring to the counter
- Your original passport or other specifically accepted original document. A photo or paper copy is not enough.
- Your purchased items and receipt if the store uses a separate same-day tax-free counter.
- A payment method in your own name. Stores may require the card or wallet account name to match the passport.
- Your Visit Japan Web tax-free QR code if you registered it and the store supports it. Keep the physical passport with you.
For the current system, a passport without evidence of your landing status may not contain enough information for the store. Ask an immigration officer for the appropriate entry record when arriving, or use an accepted Visit Japan Web process where available.
5. How tax-free shopping works at Don Quijote

You cannot combine a purchase from yesterday or another branch to reach the threshold.

Under the current system, do not open the designated bag before leaving Japan. Buy anything needed during the trip separately.
Returns of tax-free purchases require recalculation and may affect the eligibility of the remaining transaction. Bring the passport, receipt, payment method, and all relevant goods back to the original store.
6. How electronics-store procedures usually work
At large electronics retailers, tax-free sales may be handled directly at a designated checkout or after payment at a separate service counter. Confirm the process before paying; a same-day correction may be possible, but a next-day claim generally is not.

Tax exemption, store points, tourist coupons, card promotions, and manufacturer discounts may not all combine.

Bring the goods, receipt, original passport, and payment card to the designated counter if directed.
“10% tax-free” does not always mean your final bill drops by a full 10% from the tax-included sticker price, and a counter operator may charge a handling fee. Compare the actual total before paying.
7. What to do at the airport through October 31, 2026
- Keep every tax-free item with you until departure; customs can ask to inspect it.
- Present or scan the same passport used for the purchases at the customs procedure point.
- If tax-free goods must go in checked baggage, ask customs for inspection before handing the bag to the airline.
- Do not transfer, resell, consume, or leave the goods in Japan. If you cannot export them, declare the situation and be prepared to pay the tax.
- Allow extra time, especially when carrying many items or traveling during a busy period.
8. What changes on November 1, 2026?
For purchases from November 1, the store records the transaction, you pay the tax-inclusive amount, and you register a refund method. Within 90 days of purchase, you must take the goods to an international departure point and complete customs confirmation before they leave Japan.
- The basic threshold remains ¥5,000 or more before tax at the same store on the same day.
- The general-goods versus consumables distinction and ¥500,000 consumables cap are abolished.
- Special sealed packaging for consumables is abolished.
- Food, drinks, cosmetics, and other consumables used in Japan cannot receive the departure-confirmed refund.
- The shop or its refund-service provider issues the refund after customs confirmation; timing and method can vary.
Inspect first, check your bag afterward
At major airports, the new procedure is designed to occur in the international departure lobby before security. Keep the goods accessible and complete the tax-free customs step before checking any bag that contains them.

Can I combine receipts from different branches?
Normally no. The threshold is calculated at the same eligible store or approved consolidated counter on the same day. Separate branches are generally separate stores.
Can one person use another traveler's passport?
No. The eligible purchaser must be present and use their own passport. Don Quijote also states that group purchases under a representative are not accepted.
Can I use a tax-free camera or laptop in Japan?
Through October 31, general goods are not automatically sealed like consumables, but all tax-free goods still have to leave Japan with you and be available for inspection. Follow store instructions. From November 1, the goods must be present for departure confirmation.
Will every store refund in cash from November 2026?
No. The shop or its provider issues the refund, and method and timing can vary. Ask about fees, currency conversion, and timing before purchase.
